Chuck and all,

I disagree with the proposed amendment.  As a member of the GCOT WT, we had
a long discussion on this matter (prior to Avri joining the WT).  The team
felt that it is imperative to ensure that all participants are entirely
candid about their relationship to any particular issue so that observers or
other participants could measure each individual's words and/or actions
through that participant's declaration (or not).  Recognizing that the devil
would be in enforcement, it was agreed that a roll call would put each
participant on the spot to declare an interest in a particular topic if
there was one, rather than let it simply slide by unnoticed (when the Chair
made a general reference to disclosures).  The issue the WT addressed was
one of building institutional confidence in ICANN as an open and transparent
body.  So for these reasons the WT recommended each participant be
individually polled.  The polling could, however, take place at the same
time as the roll call, considering each participant should have received an
agenda in advance of the meeting. 

I hope that this additional information provides the OSC with some
background to the importance of polling.
