I seem to have missed the deadline and do not want to hold this up any
further, but I hope that the attached two changes to 5.3.3 can be noted
"for the record," as they concern issues that have been presented to me
by members of my constituency.  
 
(1)  It has been repeatedly suggested that it is unrealistic to require
people to represent that they have no financial relationship with any
company that has a contract or financial relationship with ICANN,
without making available to them a full list of such companies.  Since
there seems to be some question about whether it is feasible for ICANN
to generate such a list (even though US tax law requires, at least as of
next year, that companies issue tax forms "to any individual or
corporation from which they buy more than $600 in goods or services in a
tax year," see

e/?iid=EL,), I suggest that the SOI require that the person disclose
"any financial relationship beyond de minimus stock ownership you may
have with any company that TO YOUR KNOWLEDGE has a financial
relationship or contract with ICANN" (words in CAPS added).  
 
(2)  It has also been repeatedly noted that an attorney representing a
client may in some circumstances be barred from disclosing the identity
of the client without the client's permission.  If this situation were
to arise in the ICANN context, it should be disclosed (i.e., the lawyer
should state that s/he represents a client who declines to be
identified).

Thank you for the useful dialogue on this list.
I attach a clean copy (v4) incorporating:
- the changes agreed  during the Cartagena meeting of the OSC held on 5
December 2010
- clarifying edits suggested by Chuck G
- clarifying edits proposed by Philip in response to Avri D
- clarifying edits suggested by Steve M
- housekeeping edits done by Philip S.
 
I propose this clean version is what we adopt as the OSC and suggest a
deadline of 28 January.
