Thank you for the useful dialogue on this list.
I attach a clean copy (v4) incorporating:
- the changes agreed  during the Cartagena meeting of the OSC held on 5 December
2010
- clarifying edits suggested by Chuck G
- clarifying edits proposed by Philip in response to Avri D
- clarifying edits suggested by Steve M
- housekeeping edits done by Philip S.
 
I propose this clean version is what we adopt as the OSC and suggest a deadline
of 28 January.
