We've seen issues in the past related to transfers where the reseller has
either "vanished", is "unreachable" or refuses to unlock the domains.
The other issue, which was touched on previously, was where the reseller puts
their details in whois, thus rendering them the effective registrant.
It's not clearcut by any means
