In response to your question on how many registrars have signed the new RAA at 
this stage, I can let you know that when taken together, the registrars that 
have signed the 2009 RAA plus all those that have requested the new contract 
represent over 50% of all gTLD domain names registered.

I'd agree that looking at how other industries handle resellers would be a good 
idea, however, like everything else, there are limits in time and resources, so 
it shouldn't be too much of a distraction.

With regard to the  new RAA - does ICANN staff have figures on how many 
registrars have signed the new one at this stage?

While I know that most of the largest registrars, who account for most of the 
registrations,  signed it at Sydney I also know that not all registrars would 
have signed it as yet.
