Dear All,

As discussed during yesterday's meeting, please find attached the latest 
version of the draft Final Report including line numbers to facilitate review. 
You are requested to review this document and share your comments, suggestions 
and/or proposed edits with the mailing list at the latest by 24 January 2011. 
Please note that the recommendations are being worked on separately from this 
document and will be inserted once agreed upon by the Working Group.
