[gnso-pednr-dt] Proposed Recommendations

Attached are the proposed recommendations that I have drafted so 
far.  They were sent out to the review team (Ron, Michael, Mikey and 
James) - 1 1st 8 over a week ago and the last 6 this weekend). There 
are still a few more to come. I have only received comments from Ron, 
so I am not sure if silence is consent or there has not been time to 
review them. Regardless, since we will only have 3 more weeks after 
this if we are to meet out deadline, I would like to start reviewing 
them in the meeting today.
Unless otherwise mentioned in the "To be discussed" column, they all 
received consensus (and I think full consensus) during previous 
calls. The main change has to be to rephrase the recommendations and 
to use the terminology that is used in the RAA (such as "Registered 
Name Holder" instead of "registrant").
