Dear All,

Please find attached an updated version of the proposed Final Report for your 
review. This version incorporates most of the changes suggested apart from 
those that were made on the background section which has been moved to Annex A 
in its original state (as an excerpt of the Issue Report). I've made some 
additional changes to reflect the process the WG used to get from the Initial 
Report to the proposed Final report as well as a placeholder for the 
recommendations (once finalized) in Chapter 10. Please note that the executive 
summary will be updated once the WG finalizes the recommendations.

As discussed during a previous meeting, if people feel that the notes in 
section 7 (Deliberations of the WG) do not adequately reflect the discussions 
of the WG, please submit your proposed changes as soon as possible, but no 
later than Monday 14 February.
