[gnso-pednr-dt] Updated draft motion
Dear All, Following further discussions with staff, Alan, Tim Ruiz and others, the proposed motion on the PEDNR has been slightly modified to reflect that all the recommendations would be sent to the Board. In addition, it was pointed out by Chuck Gomes that the second part of recommendation #1 is unclear with regard to the scope of the changes that could be made to WHOIS that were intended to be captured by this recommendation. To address this, the proposal is to add the following phrase to the recommendation (in brackets and highlighted in yellow): Define "Registered Name Holder at Expiration" (RNHaE) as the entity or individual that was eligible to renew the domain name registration immediately prior to expiration. If the domain name registration was modified pursuant to a term of the Registration Agreement authorizing the modification of registration data for the purposes of facilitating renewal [but not at the explicit request of the registrant], the RNHaE is the entity or individual identified as the registrant immediately prior to that modification. (PEDNR Recommendation #1) In our view, this does not change the substance of the recommendation, but merely clarifies its intent. A couple of other typos in Recommendations 7 and the bullets on Recommendation 17 were also corrected. If you have any concerns regarding these proposed changes or any other elements of the motion, please feel free to share those. It is our objective to get this proposed motion informally out to the different stakeholder groups / constituencies in time for Tuesday so that it can be discussed during constituency day. In this way, the motion can hopefully be formally made in time for the next GNSO Council meeting in July and hopefully considered for approval without further delay at that meeting.
