That would be my understanding as well. I would hope that we (registrars) would 
be informed by ICANN on any changes to policy that we need to implement

I guess you weren't on that working group :)

It's part of the 2009 RAA and we (registrars) are now on the 30 day clock for 
implementing it ie.. linking to it

I'm not sure what kind of "project plan" you're expecting

As far as I know once registrars link to it from their website(s) they are in 
compliance.
