hi all, 

this is a nice step forward.  i've spent the last few minutes debating whether 
that list of questions i developed would enhance this charter or should just be 
left for when the WG gets under way and have decided that they're i'm fine 
either way -- but inclined to leave them for later.  this charter has 
provisions that allow those questions (and others) to be asked and answered.

so while i'll cheerfully continue to help with the refining, i could support 
this charter as it stands.
