Hi Nic,
to my understanding from the time of drafting the charter there is no
historical statement displaying all potential cases ICANN may have dealt
with in the past. I think the WG is free to come up with such a list on the
basis of their own (subjective) experience. Such a list could show how the
GNSO handled those cases, under which conditions decisions have been taken
and what could be learnt for the future.
All questions put into the draft charter do not claim comprehensiveness
rather than being a guideline for the discussions.

Hi Jeff,
Thanks for the work you have put into this already. I was hoping that
you or someone else on this list could point me in the right direction
on one front.
There is a section in the charter that outlines questions that might
be helpful to the working group. One of them is:
"4. What lessons can be learned from past experience?
a. What are the consequences of an action being considered “policy” vs.
“implementation?..."
A few instances in the past few months immediately spring to my mind
for "past experience", but I was wondering if there was a more
authoritative resource. I know that the GNSO site has a completed
project list, but it is difficult to identify instances where this
decision was made (especially when an action was considered an
implementation).
Any suggestions for getting a better historical perspective on this
issue would be much appreciated. Looking forward to working with you
all.

Thank you for joining the Policy & Implementation Working Group. As a
reminder, this WG has been tasked by the GNSO Council to develop:
1. A set of principles that would underpin any GNSO policy and
implementation related discussions, taking into account existing GNSO
Operating Procedures.
2. A process for developing gTLD policy, perhaps in the form of
“Policy
Guidance”, including criteria for when it would be appropriate to use such
a
process (for developing policy other than “Consensus Policy”) instead of a
GNSO Policy Development Process;
3. A framework for implementation related discussions associated with
GNSO Policy Recommendations;
4. Criteria to be used to determine when an action should be addressed
by a policy process and when it should be considered implementation, and;
5. Further guidance on how GNSO Implementation Review Teams, as
defined
in the PDP Manual, are expected to function and operate.

We¹ll be looking at finding a weekly time for the WGs meeting, so please
fill in the doodle poll with that in mind (you may note in the comment
section if you cannot make a specific time / date only for the first
meeting).
In preparation for the first meeting, please take a moment to review the
relevant background documents, including the charter, which have been
posted on the WG workspace (see https://community.icann.org/x/y1V-Ag).
Although I am the Interim Chair of the Working Group as the GNSO Council
Liaison and fully intend to participate, I do not expect or desire to
serve
as the permanent chair. As the election of a WG Chair is expected to take
place during the first meeting, volunteers are encouraged to express their
interest ahead of the meeting. Some people have expressed an interest to
me
personally in wanting to serve as the chair, but please make your
intentions
known to the group as soon as possible.
