Dear Michael and Marika:

We think it might be possible to better differentiate between "GNSO Policy" 
generally on the one hand and "GNSO Consensus Policy" more specifically on the 
other.

We agree that the latter has a very specific definition within Annex A of the 
ICANN Bylaws, Section 1.2 of the 2013 RAA, and Article 2.2 of the new gTLD 
Registry Agreement.  Accordingly, please consider the following minor 
clarifying amendment.

GNSO Consensus Policy

"Consensus Policies" are those policies established (1) pursuant to the 
procedure and required minimum elements set forth in ICANN's Bylaws and due 
process, and (2) covering those topics listed in Section 1.2 of the consensus 
policies and temporary policies specification of the 2013 RAA (see Annex I) or 
the relevant sections in the gTLD registry agreements (see Annex II). Consensus 
Policies, adopted following the outlined procedures, are applicable and 
enforceable on contracted parties as of the implementation effective date.

PIWG Team:

I would like to echo Marika's request - it would be tremendously more helpful 
if you could provide proposed edits or language, rather than comments alone.  
Please do include comments, however, to explain the rationale of your changes - 
even if only to note "Syntax agreement", "correct capitalization" etc., and 
especially to illuminate your proposals.

Finally, at the risk of repeating myself and the introduction to the 
definitions, I want to repeat that the definition sub-team's goal is to arrive 
at definitions for specific terms which enables the Work Group to discuss the 
matters before it without debating the meaning or significance of those terms.  
By doing so, we hope the Working Group's deliberations will be able to focus on 
fulfilling the Charter requests and produce the deliverables requested, among 
which we anticipate will be further elucidations of and discussions concerning 
these terms and their significance to Policy and Implementation.

Following today's meeting, you are all strongly encouraged to send any comments 
or suggestions that you expect the sub-team to consider as it reviews the 
latest version of the working definitions document (see attached), preferably 
in the form of proposed edits or wording, to the mailing list at the latest by 
Wednesday 29 January. Following that the sub-team will take your comments and 
edits and review these with the aim to provide the WG with an updated version 
in time for its next meeting.
