Adobe Chat Transcript for Wednesday 27 August

Marika Konings:Welcome to the Policy & Implementation WG Meeting of 27
August 2014

  Olevie:Thank you Marika

Olevie:I'm lucky today to join on AC

Amr Elsadr:Hi all. Dialling in now.

  Chuck Gomes:Welcome everyone

  Olevie:Hi Amr

  Olevie:Hi Chuck

  J. Scott:I am here

  Amr Elsadr:Hi Olevie. :)

  Amr Elsadr:Just joined the call.

Amr Elsadr:Cool. Just in time. :)

  Olevie:cool

Amr Elsadr:I need to go over it more thoroughly than I already have, but
please don't let me slow down everybody else.

  Alan Greenberg:Same here.

  Amr Elsadr:Thanks.

Mary Wong:FYI - we asked for feedback by Friday 12 September (I just
checked).

Olevie:Yes the deadline is 12 september

Anne:@Michael G. - Are you taking these 2 new processses to IPC?

  Alan Greenberg:Amr VERY garbled

  J. Scott:Amr is very hard to hear.

Amr Elsadr:I'm asking wether you would either like feedback or presented
as an update to the WG's progress.

  Amr Elsadr:to the GNSO Council.

Amr Elsadr:@Mary: That's fine. I hadn't considered adding it to the next
meeting's agenda, but rather just an update on the email list.

  Amr Elsadr:Thanks.

  Mary Wong:Thank YOU, Amr! :)

  Mary Wong:Awww thanks

  Amr Elsadr::)

  Michael R. Graham:@Ann -- I could do.

Amr Elsadr:May we have control of the document on the screen, please?

  Mary Wong:Oops, sorry - done!

  Amr Elsadr:Thanks Mary. :)

Anne:@Michael - Kristina forwarded to the IPC list already and I commented
that you are a Vice Chair of this WG. So you may get the questions.

Amr Elsadr:@Chuck: I agree with the "who is doing the considering". The
answer to that question would change the context of what category this falls
into, wouldn't it?

Michael R. Graham:@Anne: Thanks. Sorta betwixt/between as to IPC
membership for me and my new position, so I'm apparently not currently on
emails.

Anne:@Michael. What is your new e-mail? Will forward what I commented on
the list.

  Michael R. Graham:migraham@xxxxxxxxxxx

Mary Wong:Tom just articulated (much better than I did) what I was trying
to say :)

  Michael R. Graham:Framework.

  Amr Elsadr:Framework.

  J. Scott:agree

  J. Scott:I think this falls into framework, because it considers the "how"

  Michael R. Graham:Agree with J.Scott --

Amr Elsadr:The input from SOs/ACs, etc..., may be a criteria, but the
answer to the question on "how" this is done seems more framework to me.

  Amr Elsadr:So +1 @J. Scott

  Amr Elsadr::)

tom barrett - EnCirca:how does someone raise a flag?

Michael R. Graham:I'm increasingly wondering whether III-IV Framework
should be considered/established before II Criteria is drafted, and then
revisted to confirm or revise how Criteria is to be gathered/analyzed.

 Michael R. Graham:@tom -- try the halyard. ;-)

  Michael R. Graham:@Mary -- Great points

Mary Wong:Thx Michael, just following your lead :)

Mary Wong:Seems more an observation than either

Mary Wong:ie is neither Framework nor Criteria.

  Mary Wong:@J Scott, absolutely

  Michael R. Graham:Agree with J.Scott/Mary

  tom barrett - EnCirca:+1

  Amr Elsadr:@Michael: Thanks. Well said.

  Michael R. Graham:@Amr -- I'm finding this a very useful exercise to
clarify this all.

Mary Wong:Apologies for my jumping bean of a cursor!

Mary Wong:Consensus Policies require a PDP; but not all contractual
requirements concern gTLD policy, so those wouldn't require a PDP.

  Mary Wong:Correction: gTLD Consensus Policies

Amr Elsadr:new contractual requirements THAT would require a PDP are gTLD
consensus policies, aren't they?

  Amr Elsadr:@Greg: Yes.

Mary Wong:@Amr, it may be helpful to focus more on whether a particular
matter is something within scope of gTLD policy; if so, and if a PDP results
in recommendations that WOULD impose contractual obligations, then yes, it
would be Consensus Policy.

Amr Elsadr:But we are talking about the GNSO Council providing input and
stating positions to the board.

Mary Wong:Since it's generally possible only to know whether something
will RESULT in a contractually-binding obligation once we know what the
recommendation coming out from a PDP really is.

  Amr Elsadr:@Alan: +1

tom barrett - EnCirca:what the alternative methid?

Michael R. Graham:The Charter was rather convoluted, so this exercise is
helping clarify what we need to cover for the Deliverables, I think.

Amy Bivins:Hi all, my audio isn't connected but look forward to talking
with you next week!

Mary Wong:Thanks, Amy - and thanks everyone!

  tom barrett - EnCirca:thanks

  Amr Elsadr:Thanks all. Bye.

  Olevie:Thank you

  Anne:Bye all
