Graham:I'm increasingly wondering whether III-IV Framework should be considered/established before II Criteria is drafted, and then revisted to confirm or revise how Criteria is to be gathered/analyzed. Graham:@Amr -- I'm finding this a very useful exercise to clarify this all. Mary Wong:Apologies for my jumping bean of a cursor! Mary Wong:Consensus Policies require a PDP; but not all contractual requirements concern gTLD policy, so those wouldn't require a PDP. Mary Wong:Correction: gTLD Consensus Policies Amr Elsadr:new contractual requirements THAT would require a PDP are gTLD consensus policies, aren't they? Amr Elsadr:@Greg: Yes. Mary Wong:@Amr, it may be helpful to focus more on whether a particular matter is something within scope of gTLD policy; if so, and if a PDP results in recommendations that WOULD impose contractual obligations, then yes, it would be Consensus Policy. Amr Elsadr:But we are talking about the GNSO Council providing input and stating positions to the board. Mary Wong:Since it's generally possible only to know whether something will RESULT in a contractually-binding obligation once we know what the recommendation coming out from a PDP really is. Graham:The Charter was rather convoluted, so this exercise is helping clarify what we need to cover for the Deliverables, I think.
