GNSO policy staff would understand that a meeting regarding the
implementation of GNSO policy shouldn't be scheduled against an
important GNSO meeting. GDD staff don't have the same mindset or
understanding of the linkage (though they should).  This is an important
educational and cultural issue.  Maybe it's because the GDD is set up to
serve the "direct customers" (i.e., the registries) and not the community.
