Marika Konings:I've pasted Mary's language on the right hand side as it went
across a couple of pages (for those that want to read it again)
Marika Konings:Our definition in the Initial Report is: A Policy established
(1) pursuant to the procedure and required minimum elements set forth in
ICANN's Bylaws, and (2) covering those topics listed in Section 1.2 of the
consensus policies and temporary policies specification of the 2013 RAA (see
Annex I) or the relevant sections in the gTLD registry agreements (see Annex
II). GNSO Consensus Policies, adopted following the outlined procedures, are
applicable and enforceable on contracted parties as of the implementation
effective date.

from the Board ;-)

Greg Shatan:WRT the example in Q10.2, the GAC sent a letter published today
on the country/territory release issue, asking that RSEPs be parked until the
GAC can prepare a database and related processes.
Amr Elsadr:If I recall correctly, the board deals with GNSO recommendations
differently depending on the consensus levels of the GNSO Council.
Amr Elsadr:I need a refresher on that.
Mary Wong:@Amr, you're prob referring to Annex A of the Bylaws - on Board
adoption of PDP recommendations
Amr Elsadr:Yes. I'll look it up. I should know this.

normally limited to members of the original PDP WG.

a WG. Why the differentiation?
Marika Konings:Can an individual raise an issue to the Council? I believe it
also requires at least more than one person - but I would need to double check.
Amr Elsadr:I'm pretty sure there's not requirement for this.
Amr Elsadr:*no requirement.

Avri Doria:an individual can make a motion. granted it needs seconding. but
i beleive that yes a a single person can bring up an issue.
Avri Doria:indivudlas still have some say.
Marika Konings:Agree with Chuck - I don't think there is any change to the
liaison relationship.
Amr Elsadr:There was no intent on changing the role of the liaison on my part.
Avri Doria:expect to be treated as trouble makers, more likely
Avri Doria:without ever really causing any trouble.
Amr Elsadr:Although a minority statement would be dealt with differently on
an IRT.
Amr Elsadr:Alan is correct.
Avri Doria:to council if there is a problem

Karen Lentz:agree re: public comment step
Berry Cobb:Yes, the PC from an IRT is not so much about the "plan" itself,
but for how CPs would implement, the PED, and the proposed policy language.

give an indication as to when we expect to have an updated version available
which may faciliate planning.
Greg Shatan:I will be unavailable next week anyway, due to the INTA
(International Trademark Association) meeting in San Diego.
Cheryl Langdon-Orr:you would need an agreement call any way so why nit hold
the one next week
Greg Shatan:I expect that Michael, Anne and J Scott will also be unavailable
