Thanks James for your comments.  We are going to compile all of the comments on 
the three stages as they come in.  Everyone else is strongly encouraged to 
submit comments as well.  

The goal is to finish up on Stage 4 and move to start stage 5 as quickly as 
possible including getting the stage 5 surveys out there.

Attached, please find my suggested edits/comments to the Stage I-III Draft 
Report.  Sorry this is coming so late before our next call.

Many of the changes address cosmetic / readability issues, but there are a few 
questions / comments on the subject matter.  For the latter, I'm trusting my 
memory a bit, so there are bound to be some omissions.
