FYI, I sent this note in my capacity as a Registry to the VI Group. This is
being submitted in my personal capacity here and not as chair.
Thanks.

After reading these materials I now understand why I got lots of questions
after the September retreat on the JN2 proposal vs. the RACK proposal. Neither
ICANN staff nor Salop and Wright did an adequate job in summarizing for the
Board the difference between the proposals.
One of the recommendations that the PDP Work Team made in its initial report
was that all papers to the board should be written by the Working Group. ICANN
staff would be permitted to add their own "opinions", but the summaries should
be written by those most familiar with the substance. Reading these staff
papers only solidifies in my mind how necessary that is.
P.S., I think staff is doing a good job, its just that they are not as familiar
(rightfully so) with the substance on all issues.

hi all,
i just read the briefing materials for the Board retreat. at the risk of
generating another 1000 emails for you all, i refer you to them.
http://www.icann.org/en/minutes/
the 1st, 2nd and 5th PDFs (for the 24-25 September 2010 meeting) have
discussion items about VI that you may find interesting. some of the *most*
interesting bits are redacted.
one thing that raised my eyebrows was the discovery that the Salop and Wright
firm was retained to review our proposals. their report is in the 2nd PDF.
