I suggest the following wording for 10.


To ensure that its decisions empower people around the globe, spur innovation, 
facilitate trade and commerce, and enable the free and unfettered flow of 
information and are in the global public interest, and not just the interests 
of a particular set of stakeholders, ICANN commits to perform and publish 
analyses of the positive and negative effects of its decisions on the gobal 
public, including but not limited to any financial impact on the public,  the 
positive or negative impact (if any) on the systemic security, the stability 
and resiliency of the DNS and on the human rights of global Internet users.
