Avri,

I cut and paste the text exactly from the bylaws.  No editorializing, no 
changes...literally word for word.  That is why the quotes.

 How can that be "not quite true"?

Not quite true,  it is only true in cases where the council reached a majority 
vote.

but reaches a majority vote, a majority vote of the Board will be sufficient to 
act. on the GNSO's recommendation."
