One possibility is to interpret the Implementation Plan to have intended
that one or both would be members, but that in the aggregate (including
the chair and/or vice chair) there would be only one from each
costituency as a member of the SC and one NCA as a member. So
regardless, there are initially only seven members.

Just like I am in the PPSC with Chuck as alternate and Chuck is in OSC
with me as Alternate, only one of us is a member.
One question that did come up was whether someone could be in the
committee as chair or v-chair and have someone else from their
constituency/grouping. In this case we have chosen differently - in
PPSC i am wearing both the NCA and Chair hat (in consensus there is
not double vote) while in OSC there is a rep from the PPSC. Both
options seem valid, and if Terry as the third NCA wanted to
participate in the committee, I assume this would be within the rules.
The other change related to WT rules and in looking at our current
draft i think we may already be in compliance with the comments.
