It's Kelly's language, but I agree with him that it is accurate. We
never agreed on whether to recommend a best practices approach. I
support educational guidelines for registries to use in their
discretion, which is a far cry from a best practices approach regardless
of how you define that phrase. Thanks. Jon

Is "but was unable to reach consensus on whether to recommend a "best
practices" approach to providing such protections" correct? I had
understood that the WG agreed that there needed to be some standard set
of [insert noun here], but could not agree that the phrase "best
practices" should actually be used.

Here's my attempt to amalgamate the various posts on this issue.
I tried to take some from posts by Kelly, Mike & Avri. I avoided
specifics about the questionnaire that Mike included. Thanks. Jon
The WG discussed various approaches to providing additional
protections beyond the current registration agreement and UDRP policy
for the legal rights of others during the domain name registration
process for new TLDs, but was unable to reach consensus on whether to
recommend a "best practices" approach to providing such protections.
The WG was able to develop a list of draft principles that various WG
members believe should be considered as policy statements for TLD
operators to implement, but has yet to fully engage in discussion of
that list of draft principles.

I think the following is more on point:
The WG agreed that additional protections for the legal rights
of others during the domain name registration process for new TLDs
(beyond the current registration agreement and UDRP policy) should be
offered, but the WG was unable to reach consensus on whether to
recommend a "best practices" approach to providing such protections per
se. However, the WG agreed to recommend to Council certain principles
to guide the adoption of such additional protections.

In light of (a) our discussions about best practice vs. model
vs. guideline; and (b) the work we did not complete, the candid answer
to this seems to be:
The WG agreed to recommend to Council a best practices approach
to providing any additional protections beyond the current registration
agreement and UDRP policy for the legal rights of others during the
domain name registration process, but the WG does not want to use the
term best practices and the WG hasn't made much progress on the details
of best practices, models, guidelines or whatever they're called.
Alternative statements are encouraged. Thanks.
