Thanks Marika.  PIR has done a nice job reducing abuse of their systems, and
I believe Afilias had similar after they publicly implemented an abusive
registration policy.  PIR did not go through the 'funnel process' to
implement theirs, though Afilias did.  This suggests differing contract
language and/or interpretation of relevant contract language in the gTLD
registry agreements, which probably ought to be consistent across all, and
so is something to consider for policy development.  

 

More importantly, based on PIR's and Afilias' experience with these
policies, other gTLD registries ought to consider publicly implementing and
enforcing similar policies ASAP, while this DT (and ultimately the GNSO
Council and ICANN Board) consider mandatory minimum standards for these
policies.  It would be good for this DT to see the text of PIR's and
Afilias' actual policies, as it might become evident that there are
substantial similarities which ought to apply to all gTLD registries
equally, and be recommended also to the ccNSO.
