Dear Group:

 

* It was unanimously agreed by Monday's attendees that the group will get
the Initial Report finalized in mid-February, ahead of ICANN Nairobi (7-12
March 2010), and we will move to weekly meetings.  

* Action: Greg to talk with Marika about doodles for additional meeting
times / days of week, and mechanisms for polling levels of consensus.

* Action: All subgroups are reminded to finish their work on the wikis.  We
will move that material to a master draft of an Initial Report shortly.

* Action: Cybersquatting group has until Thursday of next week to fill in
its wiki with all background and draft recommendations.

* Action: Uniformity of Contracts group has until Friday of next week to
fill in its wiki with all background and draft recommendations.

* Next WG meeting: November 23.

The Registration Abuse Policies Work Group call is scheduled for Monday 9
November 2009 at 15:00 UTC (07:00 PST, 10:00 EST, 15:00 London, 16:00 CET).
Agenda is:

 

1. Roll-call

 

2. Review of ICANN Seoul meeting

 

3. Set schedule to publish Initial Report before ICANN Nairobi (7-12 March
2010).  Proposed meeting schedule:

* November 16?

* November 23: Topics TBD: Pay-Per-Click, 419 & scams, Traffic Diversion,
Offensive site, gripe site, Fake Renewal Notices, WHOIS topics, use of
stolen or fraudulent credentials, Domain Tasting, Kiting, sale of
counterfeit goods, false affiliation and unauthorized use of logo.

* December 7: Cybersquatting and Uniformity of Contracts: deadline for
Issue/Background/Recommendations sections to be completely drafted and
posted.  

* December 14: Discuss Cybersquatting and Uniformity of Contracts
Issue/Background/Recommendations.  

* January 4: Deadline for all other Issue/Background/Recommendations
sections -- ALL topic areas.

* January 11: walk through remaining Issue/Background/Recommendations
sections; measure level of consensus.

* January 18: walk through remaining Issue/Background/Recommendations
sections; measure level of consensus.

* January 25: walk through remaining Issue/Background/Recommendations
sections; measure level of consensus.

* February 1: walk through remaining Issue/Background/Recommendations
sections; measure level of consensus.

* February 8: walk through remaining Issue/Background/Recommendations
sections; measure level of consensus.

* February 15. Finalize any last-minute items; PUBLISH INITIAL REPORT.

 

4. updates from sub-groups:

    a. Cybersquatting group

    b.  Uniformity in Contracts group:   We see that there is no uniformity.
The next question is: what does it mean?  The group's task is to understand
if registration abuses are occurring that might be curtailed or better
addressed if there was more uniformity.  Uniformity sub-group was to put
material wiki and flesh it out with text.
