Apologies for short notice but I can't make the call today. My boiler died end 
of last week and I'm having so much fun trying to 1)stay warm 2)find engineers 
to survey and quote, and 3) replace it at a reasonable cost/time. I need to get 
this sorted today and have more engineers due round this afternoon - hopefully 
I can get the work scheduled in so we can thaw out by early next week (not much 
fun living in one room with a fire!). 

I've got some wording to provide for cybersquatting which I'll submit asap 
(probably tomorrow).

Dear WG:

 

Attached please find the rough draft of the initial report.  While there is
still material that is needed and editing to be done, you can now see the
shape of the report.  We will discuss the doc and how we can finish it in
our meeting on 11 January. 

 

Thanks to Marika, who took the first crack at filling in the template.  Each
line of text has a number; view "print layout" to see them. Marika wrote the
"Background, Processes, and Next Steps" section and moved much material from
the wikis into the doc.  

 

I then moved over the remaining material from the wikis, organized sections,
and added more text that was needed. Apologies that it took me a few days
longer than expected, but I think it was worth it. 

This material is new, and comment is invited:

* "Definitions of Registration and Use": this is my attempt to summarize the
WG discussions that took place.  Includes references to contracts and
history.

* some material on the history of the UDRP, at lines 271-297.

* Malicious Uses of Domains Names.  This summarizes issues we discussed such
as registration intent; the illicit use question put to us by the GNSO
Council; and gives some context for the problems we discussed like phishing
and botnets.

* The brief Pay-Per-Click, Traffic Diversion, False Affiliation sections.
