Hi,

During yesterday's conversation a topic came up that relates to this  
question.
As was mentioned, part of the Staff's concerns that were meant to be  
resolved by this by-law variation was the issue of how minority and  
new voice of a constituency would be represented within the SG and at  
the council level.
I think that Rob also indicated that the Policy Staff was working on  
some proposed language on this theme.
Just wanted to make the issue was on the table and part of the on-list  
discussion topic set.
