RE: [gnso-restruc-dt] Q17 on privledges of non-voting member

I do think that it would be good to define 'non-voting'.  A definition
that would be different that what we use today would be to allow all
types of participation (including making and seconding motions) except
actually voting.  That might be helpful but I think it would be contrary
to generally accepted definitions of non-voting.
