Philip:

The issue was resolved in July when we agreed to the composition of the
houses.  Resellers, like Yahoo, an ISP, or a small law firm, do not have
contracts with ICANN, are not subject to ICANN Consensus Policies, and
are not applying for or waiting for contracts with ICANN.  They neither
belong in the Registrar Stakeholder Group nor the Contracted Party
House.

This is a fundamental issue.
In the ICANN context (with an assumption of differentiation of
interest), resellers have a
conflict of interest with commercial registrants because they by
contract are bound to
represent registrar interests. We do not believe it is ethical to have
your agents acting in
this way.

Resolving this is a somewhat important issue.
