Hi,

As an opinion gathering experiment, I have set up a doodle poll on  
this issue.

The poll text reads:


"There seems to be agreement that the method by which NCAs are  
assigned to a house should be decided and documented.
Three options seem to be the prevailing options.

This poll is trying to bring out which, if any, of the options is  
favored.
The questions are also asked whether, despite having a preference, you  
are willing to accept the prevalent method and whether this should be  
defined in by-laws.
The results of the poll will be used as input to our discussions and  
not as the decision."
