[gnso-rn-wg] Updated Agenda and SoW Outline

A second version of the agenda for our Reserved Names Working Group
Kick-Off meeting is attached.  In addition, I attached an outline I
prepared that I think may help us review the statement of work and begin
to develop a work plan.
