Greg,

 

The TTPC may decide pursue allocation in a different way. It is my
understanding that they have not made a formal decision, and have not
communicated plans to pursue a contract amendment to offer the premium name
auction. The discussion has occurred under the "subject to development of
policies at a later time" clause you cite below.

 

As to the reference to the OLYMPIC trademark, I brought this to their
attention some time ago. As a former associate in the firm that represented
the IOC in domain name matters, I would expect the IOC to object to the
auction of OLYMPIC.travel or OLYMPICS.travel.

This seems to conflict with the expert statement that .travel submitted and
which is a part of the Report.  It states:

 

Industry Names

The registry, following the recommendation of TTPC (the .travel sponsor),
has reserved industry names such as adventure, cruise, hotels, airlines,
restaurant, ticket etc., subject to development of policies at a later time.
The travel community through TTPC feels that such industry names have value
for the community as a whole and should not be registered by one particular
travel service provider.

The .Travel registry has not yet released any of its reserved names and has
no immediate plans to do so.  

Perhaps this is a difference of opinion between TTPC and Tralliance.
Following Patrick's link, the ttpc.org website states:

2. Premium Names 
Certain premium domain names (e.g., fun.travel, convention.travel,
olympics.travel) will be reserved by Tralliance and may be sold at a premium
price through an auction methodology.  Prior to the sale of any premium
name, Tralliance will obtain TTPC's approval of the name(s) to be sold. 

This seems to conflict with the "value for the community as a whole" concept
above. 

Although outside the scope of our WG, it will be interesting to see the
reaction of the International Olympic Committee to Tralliance's
characterization of "olympics.travel" as name to be sold to the highest
bidder.

To clarify your reference to .travel below, on the March 8 (if not earlier)
I mentioned that the Travel Partnership Corporation has been running a
comment period within their sponsored community on a potential premium name
auction. Information about the announcement and comment period is available
at http://www.ttpc.org/announce.htm. This has not yet been proposed to
ICANN, but it at least demonstrates that Tralliance has plans to potentially
allocate these names.

As discussed on yesterday's call, please consider the following friendly
amendment to the this report, as follows, to be placed at the beginning of
section C.1:

 

These names differ from ICANN reserved names in that the names are actually
intended to be allocated by the Registries. Therefore, the names arguably
fall outside the remit of this particular Working Group.  However,
allocation plans for these Registries are, in many cases, uncertain and have
no timing requirements. At least one registry (.travel) has indicated it has
no current plans to allocate these names.  Thus, it is quite possible that
these names could remain unallocated for extremely long periods of time, and
become de facto reserved names.  In order to avoid this result, registries
should be encouraged to have clear allocation plans with regard to these
names, including plans with regard to timing, with a goal to allocating
these names within a reasonable period of time.  It may also be preferable
if these names were set forth in an Appendix and considered during the
approval process for the for the TLD.

Assuming that no later version of this report is sent to the list before our
meeting today, we will use this version to discuss recommendations today.
Note that it appears that the full subgroup may not have reached consensus
on the recommendations but they will have opportunity to participate in the
discussion in our WG meeting.  Also, note that the highlighted comments
under the recommendations for each of the three subcategories are my
comments for discussion in our call today.
