I am happy with this version though I have already proposed to the group the 
following amendment to footnote 1:
 
This is notwithstanding two letter TLDs will be allowed only as ccTLDs, when 
added to the ISO-3166 list, and as such all two letter ASCII strings will 
remain reserved at the top level and second level of a domain name, although 
registries may propose release of two letter LDH strings at the second level 
provided that measures to avoid confusion with any corresponding country codes 
are implemented.

Here is a test version I created per Patrick's suggestion using the clean 
version I sent earlier today and incorporating the edits from Marilyn's 
version.  Please provide me any additional edits in the next two hours, NLT 
7:30 PDT, at which time I will create a final revision for the full WG and send 
it.

I have attached a revised version of the subgroup report which takes into 
account Steve Bellovin's email regarding the single letter at the top and 
second level issue.  The attached was revised by Marilyn and edited by me.  The 
edits are actually less wholesale than they appear.
