As discussions among community and Board members evolved during the June 2009 ICANN meeting week in Sydney, Australia, it became evident that the four draft GNSO Stakeholder Group (SG) Charters under discussion would benefit from the addition of some common components to ensure that all SGs and their members clearly practice and understand some of the fundamental mechanisms the community deems necessary for membership structures in the GNSO (either Stakeholder Group or Constituency) to demonstrate that their processes and practices satisfy the ICANN Bylaw principles of openness, transparency, fairness and representativeness (Article X, Section 5 of the ICANN Bylaws - see http://www.icann.org/en/general/bylaws.htm#X). Staff has prepared the attached document listing those elements that Staff suggests the Board should incorporate into the four final GNSO SG Charters. The brief document sets forth several concepts and ideas previously expressed by Staff in prior correspondence and a number of informal discussions the Staff has conducted with GNSO constituency leaders and members at various points over the past several months. While these components have been discussed within the community and have also been raised in various public comment forums (see e.g., http://www.icann.org/en/public-comment/public-comment-200902.html#gnso-constituency-renewals), we would welcome additional community reaction and feedback on these specific proposals in this public forum for the revised SG Charters.
