Dear All,

Please find attached for your review the proposed sections on data escrow,
synchronisation and competition in registry services. Also attached is the
updated version of the authoritativeness section.

For the synchronisation section, I've attempted to incorporate the
discussion on the mailing list. For the next WG meeting, you may want to
discuss in further detail whether a recommendation in relation to removing
the requirement for registrar port 43 Whois access would be appropriate in
relation to this topic.

For the competition in registry services section, I've largely based myself
on the comments that have been submitted by the different SG/C/AC.
Additional input is more than welcome.

As always, please feel free to share any comments, edits or suggestions you
may have with the mailing list.
