Dear colleagues,

I have one personal concluding observation to make regarding our Initial PDP 
Report.  I understand that there is a need for consensus and that is why I 
support it.  However, I qualify my support.  I do not seek out further 
discussion in any particular section.  This observation, I believe, agrees with 
the spirit of the language of the report.

I want to note that matters of privacy and data protection need further 
consideration, and should be at the forefront of any discussion that involves 
billions of users of the Internet.  Our Initial PDP Report leaves some 
questions unanswered because they are beyond the scope of our mandate.  It is 
for this reason that I am concerned that a 'thick' environment may be a 
challenge that will require further analysis within recognized human rights 
standards.  Further investigation will be required.  Indeed, further discussion 
and consideration, not by our working group, but by both, the GNSO Council and 
the ICANN Board will be needed.
