  Marika Konings:@Amr - no, ICANN-accredited registrars and registries are 
bound to ICANN by contracts (http://www.icann.org/en/general/agreements.htm). 
In this context, "consensus policy" is a specification broadly supported by 
ICANN stakeholders, and thus could bind registrars and registries.
