Whereas there is some applicability of this statement to the IRTP PDP, it is 
not clear that it deals directly with the limited issues of the PDP, i.e., four 
reasons for denying a transfer.  Not surprisingly, there seems to be confusion 
of the IRTP PDP that the Council initiated and the planning work currently 
underway about the 19 other IRTP recommendations for which no action has been 
taken.
