Note that ICANN pusblished the Draft Initial Report for the IDNC for
public comment:

As far as I can tell no significant changes were made to the version
Edmon forwarded to us earlier. It simply rasises a bunch of questions
for consideration and provides a schedule. Is that correct Edmon?
