I like the sentiment of your suggestion,
Chuck. But the wording seems like it opens us up
to a debate about what "near" means. Tim,
Tom? Do you guys have a suggestion on what the
right wording should be? One approach would be
to call out a time-span -- "within X hours/days" -- would that work?
I also agree with Tim's point that the issue can
happen on either side of the transfer, before or
after, and that our wording should handle that as well.
