My personal views and the general view of the RrC is well known, but I

understand the rest of the GNSO feels differently. So I would like to at

least ask for something by which we can measure a return on investment

so-to-speak by having the entire Council funded. Some ideas:

 

1. Fuller participation of Councilors at ICANN meetings - not so much

what they do while they are there, but that they are there. If it is 80%

on average now (just guessing), and grows to 90% or more with full

funding, that is a measurable gain. It may also spill over into better

participation on teleconference meetings.

 

2. Participation by a broder spectrum of the GNSO community. This will

be especially important as term limits kick in. I value the experience

that we have on the Council now, but *new blood* may bring fresh ideas.

This could be measured by the number of interested individuals in

serving on the Council, and the number of first time Councilors.

 

3. Time to market of deliverables so-to-speak. With fuller participation

at F2F meetings and on teleconferences, we should be able to deliver our

work in a more timely fashion. This is a little harder to measure since

the work load may vary, but it could at least be quantified at the end

of each budget cycle.

 

There may be better ideas, but I think it would make it easier for ICANN

to justify the travel expense year to year. It also encourages the

Council to use the funds productively.

Also:  what would be the US$ difference between the monetary amount of

travel support provided to the GNSO today and the monetary amount of

travel

My points:

 

 

 

All Councillors should be funded.

 

 

 

·         The GNSO should have travel support.  Why:

 

·         The Board has given us a herculean task for implementation of

improvements and restructuring.  The numerous Cs, WGs, DTs etc.  all

require

bodies to man these structures.  We have a deficit of manpower and

resource.

Although this work has been assigned in these times (especially this

economically difficult times) the Budget travel support is the same as

last

year.  Hence, technically the work assigned is unsupported/unfunded. 

The

workload of the GNSO is at least in these times enormous and it would be

unrealistic for the structures to work by volunteers being stretched

beyond

limits especially without travel support. (this implies the support is

not

restricted to the 3 ICANN meetings for only Councillors but may include

WG

and DT members as the Constituencies may nominate)

 

 

 

 

 

Whether all or some are funded:

 

·         The budgeted amount for GNSO should be monetized and divided

equally between Constituencies (possibly SGs if there is a proliferation

of

Constituencies)

 

·         The Constituencies should decide who, how many and when to

allocate the travel funding

 

·         Constituency allocation should be transparent but at the

discretion of the Constituency

 

·         If in one Financial Year a Constituency does not utilise and

saves

its allocation that allocation should be reserved and rolled over into

travel reserves for the next FY in addition to the budget allocation for

the

next FY - this will allow Constituencies to plan their work which are

usually 2 to 3 year projects over the years by planning financially over

the

2-3 year period instead of having compulsorily to utilise the amount

allocated per year in that year.  So the 2-3 year work plan should not

be

constrained by a limitation of the FY utilisation.

What we expressed:

 

All GNSO council members should be founded to attend ICANN meetings.

All council members volunteer their time and the GNSO amount of work is

a

lot.

The amount of work in GNSO is highly increasing due to the GNSO

restructuring and the different steering commitees and working groups

that

council members participate in.

It could be good if constituencies recieve funds and they distribute

these

funds among their members.

If they want highly qualified people to volunteer their time to ICANN

they

should pay to all travel expenses.

 

What Olga expressed: GNSO should have same treatment like Board members

in

relation with travelling. GNSO is a lot of work and responsibility and

we

all volunteer our time.

 

What ICANN staff said:

 

Present ICANN Budget for travel 1,5 MUSD.

Today all ALAC is founded.

Some ccNSO members are founded.

Half GNSO members are founded.

GAC is asking for travel founds.

It could be helpful if GNSO prepares a draft document that justifies

founding all council members (workload, volunteer time, etc)

It may be a unified position or different views of the same issue but

all in

a document produced by GNSO.

ICANN long term goal is to collect money to benefir larger community

with

its work.

 

 

Zahid, could you please add more detail into the last part of the

conversation about keeping money from one year budget to the following

year?

I could not get the whole idea of this last part of the meeting.

 

 

Please those who were presen add other comments that perhaps I missed.

 

Next steps:

 

I could draft a new document taking these comments and using our

previous

agreed document about travel policy and then I send it to the drafting

team

list for your comments.

Then we should send it to GNSO list.
