I am not sure what you mean by the term "overall message" as you use it in your opening sentence. The registry constituency (to the best of my recollection), has never supported full council funding.

We have supported the concept of allocating funds (_*only if available)*_ to constituencies to allocate to parties they wish to provide travel support to. I firmly believe that ICANN needs to concentrate on incorporating technologies which enhance remote participation and finding venues
which are more cost efficient.

The world today is under significant economic stress and ICANN needs to show the Internet community that it acknowledges this fact and more importantly, TAKE THE LEAD in utilizing technologies which both enhance remote participation and reduce the overall costs of
holding these meetings.

It was my understanding that our team’s one overall message was that the full Council should be funded.

I therefore agree that, as Tim suggests, we should work along those lines.

However, I find the current funding situation very unclear. Does the drafting team not feel we would be better off waiting until the calls Kevin Wilson has organised for next week are done to decide our next steps?

Thanks,

Stéphane

Any long term proposal depends a lot on what the ICANN travel
        funding
program looks like going forward. We should discuss with Doug
        or Staff.
But we probably won't know for sure until sometime after Sydney.

In the meantime, we could just present to Council parallel
        proposals
with the caveat that a long term plan cannot be decided until
        an ongoing
ICANN travel funding program is confirmed. One proposal would
        be based
on the existing ICANN travel funding program. The other based
        on what
the Council has asked for, full funding for all Councilors. It
        wouldn't
take long to pull together. We could then reconvene sometime after
        Sydney.

        Hi,
I am listening to the conference call recording and Chuck made an
interesting question, if we were making any progress in long
        term travel
        funding proposals.

I think we made some good progress during the Mexico meeting and
afterwards in our list, but then we lost this issue following
        the Sydney
        one.

Any ideas of how to move forward with this discussion?

        Some suggestions:

I can draft a summary of discussed ideas during Mexico and in
        our list

We can schedule a conference call¿

        Other comments are welcome.

        Best regards
        Olga
