We have a contracted agency that handles all of our company travel.
Nonrefundable fares that are canceled are put on account and not
completely lost. That works well given the amount of travel we book. I
would imagine the situation is similar with the agency that ICANN uses.

Hi,
Since cheapest ticket possible is the rule and since over time that
works out being more economical, i expect they were.
But still there are the hotel and support costs that can either be
redistributed or rolled over.
