This is an equity between 0% and 2% market shares claim.
Another equity claim could be that the new (0% share) entity gets 10
years (or till some equivalent equity metric) of policy difference
relative to the earlier gTLDs (having a 2% share).
This would be a credible approach if we have a reason to believe that
in some finite time the market will be characterized by 50 entities
each holding 2% market shares.
However, the fact is one entity holds an 87% market share.
This can't be the way to go forward, handicapping mice and ignoring an
elephant.
