CORE's was sent to the list on 4/8/10, under the subject line of "A
case for minority caps".

It is, in brief, a proposal for 15% (plus or minus) cap on ownership
of a registrar by a registry, allowing seven (plus or minus)
registries to form a registrar, and a proposal for 15% (plus or minus)
cap on ownership of a registry by a registrar, allowing seven (plus or
minus) registrars to form a registry.

We believe that this is a better choice than exception from
Recommendation 19, but we are not opposed to a policy recommendation
which contains one or more specific exceptions to Recommendation 19,
where the 15% caps are also present in the policy recommendation.

We have no view on the "single registrant" policy question as it has
not yet been posed.
