Jeff,
Thank you for pointing out something rather important -- the
difference between registries investing in the sales channels of other
registries, and therefore providing no increase in the sales
of the registry's own inventory, though the investment in the sales
of other registries could be profitable, even more profitable than the
registry's own operations, and registries investing in their own sales
channels.
Whether Afilias owns or doesn't own a registrar that sells .biz names
has nothing to do with solving any need Afilias has to find a first
registrar for .info.
One of the things your question clears up is the confusion over
whether cross-ownership is about registries trying to find the means
to ensure they have registrars, or whether cross-ownership is about
some other value proposition, unrelated to ensuring registries they
have registrars.
