Or, as is the case with some ccTLDs and gTLDs, the rules and procedures for 
registering domains do not lend themselves to any form of mass market, so 
there's little motivation for a registrar to carry / push the extensions

For example, if we weren't based in Ireland I wouldn't bother offering the .ie 
ccTLD, as it's incredibly manual to deal with.
