this is the start of a thread about our "gating item" -- ownership and control.

during the first day or so, i think we should absolutely nail down the language 
we want to use to describe that item, and then conduct our usual lively on-list 
discussion for the rest of the week to see if we can find an acceptable 
near-term (in time for the Board and DAG) position that we agree on.  things 
that get excluded from that near-term agreement can be deferred for the 
longer-term discussion that we will be having once we're out of 
compressed-schedule-deadline madness.

off we go.  anybody want to throw out a first-draft that frames that topic so 
we have something to edit/refine?
