[gnso-vi-feb10] summary-table clean-up, constituency *proposals* in the summary table

a quick note to constituency-statement rapporteurs -- please forward your "row" 
of the table to the list if your constituency-statement is a proposal (ie 
touching on the topics in the table).  

another action-item is for proposal-advocates to forward their table-heading 
refinements/clarifications to the list -- plus check your entries in the table 
and forward any changes that you'd like to see for your "row."

i'm leaning on Kathy to be the table-scribe -- mostly because no good deed 
should go unpunished.  :-)
