Hi Jeff,

the team, of which i am a member, did not arrive at any conclusion yet. 
The paper was presented as-is to the team by the leam leader in the 
first mail as food for thought or a basis for discussion. These 
discussions are now starting. So far, nothing in the paper has been 
voted on. The points your raise are valid arguments and I will raise 
them in the group. In my view, launching the paper to the general list 
before any discussion occured, thereby presenting it as a current status 
is misleading.
