In my view, the justification for the exception is simply and flatly that it is
a SRSU domain. It is the SR's own name space. One cannot require them to use
registrars any more than one can require General Electric to outsource their
private corporate network management. GE may indeed choose to outsource it, but
it's their network and their choice. There should be no requirement to
demonstrate a "valid, plausible need" to not use registrars. For SRSU, the
opposite is the case: there must be a valid, plausible need for registrars to
demonstrate to the SRSU delegee that they are needed.
